The highly anticipated 2023 Tour de France was set to be an intense battle between defending champion Jonas Vingegaard from Team Jumbo-Visma and two-time winner Tadej Pogačar from the UAE Team Emirates. On the other hand, Pogačar had an exceptional spring campaign with victories in races like the Tour of Flanders, Amstel Gold Race, and La Flèche Wallonne. He also achieved fourth place at Milan-San Remo and third place at E3 Saxo Classic. Unfortunately, his stellar season was interrupted by a crash during Liège-Bastogne-Liège which led to an injury.

Jai Hindley, the winner of the 2022 Giro d'Italia, was considered one of the top contenders for overall victory at the Tour. He had a strong performance at the Critérium du Dauphiné, finishing fourth overall. Other riders expected to be in contention included Mikel Landa, Enric Mas, David Gaudu, Richard Carapaz, Ben O'Connor, and Romain Bardet. Mattias Skjelmose also gained attention after winning the Tour de Suisse. There were also mentions of Adam Yates, Simon Yates, Daniel Martínez, Tom Pidcock, and Giulio Ciccone as potential favorites with lower chances of winning. Egan Bernal, who won the 2019 Tour de France but was still recovering from a previous crash, was not considered a strong contender despite his solid performance at the Critérium du Dauphiné.

Chris Froome, a four-time winner and a member of Israel-Premier Tech, unfortunately, did not make it to his team's Tour roster this year. This group includes Primož Roglič from Team Jumbo-Visma, who eventually went on to win the Giro, Geraint Thomas, who won the Tour in 2018 as part of Ineos Grenadiers, Tao Geoghegan Hart (Ineos Grenadiers), last year's Giro winner who had to withdraw due to illness and injury while doing well in the race, and Remco Evenepoel (Soudal-Quick-Step), the current World Champion and Vuelta a España winner who also faced health issues during the Giro.

There were several riders who were considered top contenders for stage victories in bunch sprints and the points classification. The points classification awards a green jersey based on the number of points earned through high placings on individual stages. Mark Cavendish from the Astana Qazaqstan Team, in his final Tour de France, sought to break the record for most stage wins by any rider. Starting with 34 wins, he was tied with Eddy Merckx. Despite being 38 years old, Cavendish demonstrated his strong sprinting capabilities with a stage win at the Giro d'Italia.

Jasper Philipsen from Alpecin–Deceuninck was also viewed as having excellent chances for multiple sprint stage wins due to his stellar performances throughout the season. Other favorites in this category included Dylan Groenewegen from Team Jayco–AlUla and Fabio Jakobsen representing Soudal–Quick-Step. Additionally, there were riders who excelled in both sprints and hilly terrains, making them strong candidates for the points classification as well. These riders included defending green jersey champion Wout van Aert from Team Jumbo–Visma, former world champion Mads Pedersen racing for Lidl–Trek, Mathieu van der Poel from Alpecin–Deceuninck, and Biniam Girmay competing for Intermarché–Circus–Wanty.
